I was looking through the site for the first time today and didn't mean to sign up for spark coach. I can't afford it. How do I cancel that part of the service?

Hi there. :) I am a professional community manager, and this is classic "CYA" speak. (Cover your @$$.) This is the entire passage:
"Cancellation/Termination of Subscription – At any time, you may cancel or terminate your subscription to fee-based products or services. Contact email@example.com to cancel your account.
SparkPeople, at its sole discretion, may at any time cancel or terminate your subscription to our fee-based products or services. If your subscription to our fee-based products or services is terminated, we may (but are not obligated to) immediately disable your access to the fee-based product or service, without prior notice to you. Your access to the rest of our Website may also be disabled. We may (but are not obligated to) remove any and all information and/or files related to your user account and/or deny any access to such information, any of our fee-based products or services, and/or our Website (or any parts thereof)."
What this is basically saying is they CAN do these things; you give them permission to. Not that they will. This is in case you break the terms and conditions you agreed to. If you lose your mind and start posting graphic pictures of nudity on the site, for example, then they have a right to terminate your account, even if you've paid for access.
What it breaks down to in normal-community-user-ese? Paying for the services doesn't entitle you to breaking the rules, and getting banned from Sparkcoach for shenanigans (such as abusing the coaches, for example) could result in your entire account being banned. :) They're not going to terminate your entire Sparkpeople account just for not paying. It says the line above you can cancel at any time.
I'm not sure of the context of that statement, but it sounds like it's related to misuse of the site, etc. There's nothing to be frantic about- SparkPeople will be free forever, regardless of whether or not you use SparkCoach.

I read the terms and conditions for spark coach - and I am frantic about this:

I don't want to lose access to ALL of SparkPeople if I can't afford to continue paying 7.99 a month. I have EXTREME FINANCIAL HARDHSIP - but I already put credit card information in for at least one month. PLEASE help . . . Does this mean I can't ever use SparkPeople (the free site) if I can't pay for Spark Coach? I am so worried I can;'t eat or sleep over this.
