If you are actively engaged in a sustained activity that works your body and increases your heart rate, then you can count it as exercise. If it's a day-to-day activity like cleaning or walking around the house, then you wouldn't.
I assume you mean you are pushing a wheelchair with your arms? If that's the case, I would say so... if I walk to the store, I certainly count it, although it's not a huge distance.
Does going up to the store in my manual chair count as exercise? It's a slight incline going up to & coming back from the store. Plus the sidewalk is slightly off kilter. It usually takes me 5-10 minutes to get up there & back.
